General Relativity and MOND from 7D Kaluza-Klein Reduction

We show that General Relativity and MOND emerge from the same 7D geometric framework through Kaluza-Klein reduction. The 7D Einstein-Hilbert action reduces to: (1) 4D Einstein-Hilbert (GR), (2) scalar moduli, and (3) cross-coupling terms that produce the AQUAL Lagrangian L ~ X^(3/2). GR and MOND are not competing theories but different sectors of 7D geometry---GR governs metric perturbations while MOND governs the scalar sector. The framework predicts that gravitational lensing equals dynamics (no anisotropic stress), resolving a key constraint on relativistic MOND theories.
