What law enforcement is lacking: they don't use their discretion to save people's lives, bring justice, compassion, mercy, and personalised treatment. Using a training syllabus to defend murder is absolutely inhumane. Even Malaysia's special naval forces, who were dealing with many pirates armed with AK-47s in the Gulf of Aden, did not shoot them dead. They caught all those pirates alive and brought them to justice in Malaysian courts. US enforcement personnel need to learn to be discretionary, especially to save and protect lives and bring justice, not coercion or forcing conformity that causes emotional trauma to humanity.
