My concern with putting the plan in a shelf and letting it gather dust is that a change of government or sentiment may lead to it being dusted off and used for the malevolent political purposes it was written for.

It needs to be condemned by all political parties and incumbents and aspirants.

(I know this is nigh on impossible, but one can hope, agitate and speak out against it at every opportunity.)
