Raad van de EU stemt in met Interoperable Europe Act

Deze week stemde de Raad van de Europese Unie in met de Interoperable Europe Act. Deze Europese verordening draagt bij aan het verbeteren van de samenwerking en de digitale gegevensuitwisseling tussen overheidsorganisaties in de Europese Unie (EU). Zo kunnen burgers en bedrijven in de toekomst makkelijker en sneller diensten aanvragen.

Interoperabiliteit betekent dat verschillende systemen of organisaties zonder beperkingen met elkaar kunnen communiceren en samenwerken. Het draagt bij aan het vertrouwen in de digitale wereld en is een belangrijke waarde in de Werkagenda Waardengedreven Digitaliseren. Het kabinet zorgt er met de Interoperable Europe Act voor dat het burgers en bedrijven in de toekomst makkelijker en sneller diensten kunnen aanvragen. Denk daarbij aan het het registreren van een geboorte, het starten van een bedrijf of het aanvragen van een uitkering. Het maakt hierbij niet uit in welk EU-land ze zich bevinden.

Hergebruik, standaardisering en voorbeelden

De verordening doet dit onder andere door het stimuleren van het delen en hergebruiken van bestaande softwareoplossingen. Daarnaast komen er afspraken over standaarden en over het delen van goede voorbeelden tussen lidstaten. Zo hoeft niet elke EU-lidstaat het wiel opnieuw uit te vinden. Verplichte analyses bij nieuwe wet- en regelgeving vinden interoperabiliteitsproblemen eerder in het proces, voordat wetteksten definitief zijn. Het kabinet heeft zich in het wetgevingsproces vooral sterk gemaakt voor de praktische uitvoering van de verordening.

Raad Europese Unie akkoord; hoe nu verder?

De verordening geldt naar verwachting vanaf eind maart 2024. Hierna gaan overheidsorganisaties in de hele EU aan de slag met de uitvoering. Zij hebben hiervoor tot begin 2025.
