"Im Rahmen des Szenarios 'ehrgeizige Ziele' wird davon ausgegangen, dass die städtischen Behörden eine #CityMaut und #Parkraumbewirtschaftung einführen. Außerdem wird eine #CO2Bepreisung eingeführt, um die Nutzung umweltfreundlicherer Fahrzeuge zu fördern. Es werden #Zufahrtsbeschränkungen für motorisierte Privatfahrzeuge und ein #Parkraumrückbau im Stadtgebiet durchgeführt. Diese Maßnahmen zielen darauf ab, die Dominanz des Autos im städtischen Raum zu verringern und einige der externen Kosten der Autonutzung in Angriff zu nehmen. Die Preismaßnahmen könnten auch eine wichtige Einnahmequelle für die Finanzierung von Verbesserungen der Infrastruktur für den #ÖPNV und die aktive Mobilität darstellen. Die Behörden verschärfen in diesem Szenario die Regulierungsmaßnahmen zur Erhöhung der Sicherheit und Lebensqualität in den Städten, und in den 2040er Jahren sind die Geschwindigkeitsbegrenzungen um ein Drittel abgesenkt worden.
Gleichzeitig werden die Alternativen zum motorisierten Individualverkehr verbessert, um sie attraktiver zu machen. Die öffentlichen Verkehrsnetze und -dienste werden verbessert, u. a. durch eine höhere Taktfrequenz, die Einführung von Expressspuren für Busse, ein integriertes Ticketing und den Ausbau der Infrastruktur für aktive Verkehrsträger, den Schnellbusverkehr und schienengebundene Verkehrsträger. Das Szenario 'ehrgeizige Ziele' sieht im Vergleich zum Szenario 'derzeitige Ziele' wesentlich höhere Investitionen in die Fahrrad- und Fußgängerinfrastruktur sowie deutlich höhere Ausgaben für öffentliche Verkehrssysteme vor."
