Several Afghan sources have claimed that a Pakistan-based ISKP network was behind yesterday’s attack targeting Chinese nationals in Kabul. Former Afghan intelligence chief Rahmatullah Nabil wrote on X that, according to available information, the planning for the Kabul attack was carried out at an ISKP center in Nowshera, Khyber Pakhtunkhwa, under Khalid al-Manat’s direction. He claimed that an individual identified as Khalid al-Manat leads an ISKP network operating from the Nowshera area of KPK and works in coordination with Pakistan’s military intelligence services.
Nabil further alleged that more than 50 ISKP members are trained, organized, and directed from this facility in Nowshera.
This comes amid mutual accusations between the Taliban and Pakistan. The Taliban have repeatedly accused the Pakistani establishment of using ISKP as a proxy to threaten the Taliban regime. Pakistan denies the allegation and, in turn, claims that the Afghan Taliban support the Pakistani Taliban, which Islamabad describes as the primary driver of the insurgency in Khyber Pakhtunkhwa.
