DOJ sees no basis for civil rights investigation following ICE shooting in Minneapolis, official says

The Department of Justice (DOJ) is reportedly not investigating the fatal shooting of Renee Good by a federal immigration officer as a civil rights case.

“There is currently no basis for a criminal civil rights investigation,” Deputy Attorney General Todd Blanche told CNN Tuesday. The Hill has reached out to the DOJ for comment.

Good, 37, was shot and killed last Wednesday by Immigration and Customs Enforcement (ICE) Officer Jonathan Ross in Minneapolis. The shooting sparked protests against the Trump administration’s widespread immigration crackdown. 

The administration has defended Ross, arguing he acted in self-defense and Good obstructed federal law enforcement operations and weaponized her vehicle against officers in an act of “domestic terrorism.”

Federal investigators have also restricted local authorities’ access to materials and evidence, over the objections of city and state officials. Minnesota Bureau of Criminal Apprehension (BCA) Superintendent Drew Evans wrote last Thursday that his agency has “reluctantly withdrawn” from the investigation after the FBI informed it of the decision.

"As the Trump administration intensifies immigration enforcement nationwide, a wave of high-profile arrests — many unfolding at private homes and businesses and captured on video — has pushed one legal question into the center of the national debate: When can federal immigration agents lawfully enter private property to make an arrest?

"That question has taken on new urgency in cities like Minneapolis, where thousands of federal agents are operating on the streets amid protests, confrontations and a fatal shooting, sharpening scrutiny of the legal authority immigration officers rely on when they arrive at the front door.

"At the heart of the debate is a legal distinction largely unfamiliar to the public but central to immigration enforcement.

"Most immigration arrests are carried out under administrative warrants, internal documents issued by immigration authorities that authorize the arrest of a specific individual but do not permit officers to forcibly enter private homes or other nonpublic spaces without consent. Only criminal warrants signed by judges carry that authority. Legal experts say the administration’s aggressive enforcement push, combined with public awareness of those limits, is increasingly turning door-knock encounters into flashpoints, fueling confrontations that are now playing out in cities across the country.

The Trump administration's immigration enforcement tactics are sparking debate over federal agents' authority to enter private property. MINNEAPOLIS (AP) — "Minnesota and its two largest cities sued the Trump administration Monday to try to stop an immigration enforcement surge that led to the fatal shooting of a Minneapolis woman by a federal officer and evoked outrage and protests across the country.

"The state, joined by #Minneapolis and #StPaul, said the Department of Homeland Security is violating the First Amendment and other constitutional protections. The lawsuit seeks a temporary restraining order to halt the enforcement action or limit the operation.

" 'This is, in essence, a federal invasion of the Twin Cities in Minnesota, and it must stop,' state Attorney General #KeithEllison said at a news conference. 'These poorly trained, aggressive and armed agents of the federal state have terrorized Minnesota with widespread unlawful conduct.' "

The state of Minnesota and the Twin Cities of Minneapolis and St. Paul are suing the federal government to stop an enforcement surge by Immigration and Customs Enforcement following the fatal shooting of a Minneapolis woman by an ICE officer. The state and cities filed a lawsuit in federal court on Monday, along with a request for a temporary restraining order to halt the enforcement action or limit the operation. The Department of Homeland Security says it’s surging more than 2,000 immigration officers into Minnesota, and that it has made more than 2,000 arrests in the city since the push began last month.

"Mr. Thompson’s resignation came after senior Justice Department officials pressed for a criminal investigation into the actions of the widow of #ReneeNicoleGood, the #Minneapolis woman killed by an #ICE agent on Wednesday.

"Mr. Thompson, 47, a career prosecutor, objected to that approach, as well as to the Justice Department’s refusal to include state officials in investigating whether the shooting itself was lawful, the people familiar with his decision said.

"The other senior career prosecutors who resigned include Harry Jacobs, Melinda Williams and Thomas Calhoun-Lopez. Mr. Jacobs had been Mr. Thompson’s deputy overseeing the fraud investigation, which began in 2022. Mr. Calhoun-Lopez was the chief of the violent and major crimes unit."
