Houston Police Department drops traffic stop quotas after pushback from council members and activists

HPD no longer requires patrol officers to make at least one traffic stop per shift. In 2024, Black drivers accounted for about 34% of HPD’s traffic stops despite comprising 23% of the city’s population.
