One critic assumed that the goal of the TDG is to pass laws for the neighborhood.
In the early and middle stages of the TDG, the TDG will mostly be focused on building itself and developing skills for TDG governance. It will not be telling neighbors when the garbage truck is coming around or ticketing cars parked on the street.

Homeowners' associations have a bad reputation of "elected officials" playing small gods. I'm not sure if this is correct or people not liking democratic decisions.
But the TDG really has no power yet. It must first learn how to be consultative before it can take on HOA-like responsibilities:

In the first two stages of TDG development, the TDG won't be making any decisions outside of the TDG. Rather, the builders will be learning how to make consultative decisions--while expanding the TDG:
