The plan come as Republicans are under increasing pressure to address rising health costs after lawmakers let subsidies expire. Democrats have rejected the idea as a paltry substitute for the tax credits that had helped lower many Americans’ high monthly premiums. Consumers can continue to enroll in plans through Thurs, for coverage that becomes effective on Feb 1.
