The Punjab and Haryana High Court has placed a stay on the “stilt‑plus‑four” (S+4) residential‑floor policy, prompting the Department of Town and Country Planning (DTCP) to demand a detailed utilisation report from the Haryana Shahari Vikas Pradhikaran (HSVP) on the ₹689 crore transferred for urban‑infrastructure upgrades. The funds, deposited under the Proportionate Development Charges (PDR) account, were meant to finance civic improvements required to support the increased building density that S+4 permits. DTCP officials have asked HSVP to submit information on how the money has been spent, along with standard operating procedures (SOPs) and infrastructure‑augmentation plans, to assess whether sufficient upgrades have been made.
In its April 3 directive, the DTCP reiterated that all approvals for residential plotted projects involving the S+4 scheme are to be halted immediately, and that online portals such as the S+4 portal and HOBPAS must stop processing related applications. The court’s intervention highlights concerns that adding extra floors without commensurate improvements to sewage networks, drainage, traffic management and other essential services could overburden already strained urban systems, especially in densely populated areas like Gurgaon. The department warned that unchecked vertical expansion could lead to water‑logging, traffic congestion, and heightened pressure on wastewater treatment facilities.
HSV P officials told the Times of India that a comprehensive response, covering the formulation of SOPs and the exact utilisation of the transferred funds, will be submitted soon. The lack of clarity on fund deployment has amplified doubts about whether the necessary infrastructure enhancements have been completed to sustain the S+4 policy. The high court’s stay is expected to have significant repercussions for real‑estate activity across Gurgaon and other fast‑urbanising cities, freezing new permissions under the scheme until the court delivers further orders.
