@nominally Example: I wonder why the government hasn't developed standards / APIs for government procurement portals (of which there are many breeds). They've created Common Gubbins of a sort in the Crown Commercial Service frameworks but supplier interaction with these is largely humandraulic. I'm thinking better automation could reduce procurement friction a good deal, and would be relatively easy to do, but I don't see motion in this direction

Costa Rica has applied to join the #WTO #GovernmentProcurement Agreement. An observer since 2015, it will now start negotiations.

Costa Rica could become the first Central American country to open its state procurement market under the agreement's disciplines.

This "plurilateral" agreement currently has 48 signatories.

It dates back to 1979 (pre-WTO) with updates in 1999 and 2012

Costa Rica submits application to join government procurement pact

Costa Rica has submitted its application to start negotiations on joining the Government Procurement Agreement 2012 (GPA 2012). The bid was submitted to Director-General Ngozi Okonjo-Iweala on 28 September by Costa Rica’s Ambassador to the WTO, Ronald Saborío. “Costa Rica’s accession to the GPA 2012 would open new government procurement markets for our country and enhance our attractiveness for investment,” said Costa Rica’s Trade Minister, Manuel Tovar, in an accompanying statement. It “would also add legal certainty and support to the participation by Costa Rican suppliers in government procurement procedures abroad,” he added.
