Environmental destruction (oil & gas extraction, removing constraints on polluting oil & chemical plans, water pollution, microplastices/PM2.5, building in sensitive ecosystems, building in high risk regions....) seems to be the goal.

On the other hand, a mitigating factor is projects in these coastal areas will most likely be uninsurable...
