FYI - A few days ago, the @PortableApps version of GIMP 3.2 was released for Windows. I tend to use portable versions of apps over installers.

GIMP 3.2 still imports Photoshop text layers as raster images.
I still hold out hope that GIMP 5 will bring full PSD file compatibility.
