They help unbrick and modify chromebooks. I've thought I could buy EoL/bricked ones and resuscitate them with linux and sell them for a marginal profit. Like, in the $30-50 range.

This law is poorly written, and potentially violates the dormant commerce clause, but could’ve been far worse. Fyra Labs opposes any legislation requiring ID verification for use of digital services, this law is not that, but sets the groundwork for expansion in the future.

The web was designed as an open place, centralization around identity providers to comply with laws that do not understand the landscape is going to problematic as we keep moving forward. Call your representatives, tell them to talk to small tech too.
