Social media’s impact on society and citizens clearly shows the need for change. Europe has a strong ecosystem of social companies and a deep well of expertise in designing and operating social protocols.

We are building on this to move away from large monopolistic platforms with their authoritarian governance and editorial positions, and are joining forces to establish a diverse and resilient information infrastructure in Europe.

Together, we will protect people and institutions from interference by these platforms. What’s more, we will bring thousands of jobs and billions of euros that social media generates to our continent, to circulate that revenue in our own thriving business ecosystem.

The open European platforms and protocols that sign intend to explore working on important areas of joint development.

La confrontation sera inévitable.

La Maison-Blanche vient de publier sa stratégie nationale de cybersécurité. Le document, bref et direct, mérite une lecture attentive — non seulement pour ce qu'il dit sur les ambitions américaines, mais pour ce qu'il révèle sur la position de l'Europe dans l'ordre numérique mondial.

Le vrai message à l'Europe

Le document s'en prend aux technologies étrangères qui “portent de la censure, de la surveillance et un biais idéologique intégrés”. La formule vise ostensiblement les plateformes chinoises. Mais elle s'applique avec une inquiétante plasticité à toute juridiction qui imposerait des contraintes aux géants numériques américains — au premier rang desquelles l'Union européenne.

L'Europe n'est pas l'adversaire désigné. Elle est quelque chose de plus inconfortable : un allié dont les choix souverains gênent, et qu'il faut ramener dans le rang.

La stratégie cyber de Trump n'est pas une déclaration de guerre à l'Europe. C'est quelque chose de plus subtil et, d'une certaine façon, de plus utile : une description lucide du monde tel que Washington le voit, et de la place qu'il y réserve à ses partenaires. L'Europe ferait bien d'en prendre acte — et d'y répondre à la hauteur de ses valeurs et de ses intérêts.
