"Deals" by Trump Admin. with Law Firms violate federal spending laws notably:
1) The Anti-Deficiency Act specifically bars the government from accepting voluntary services without compensation.
2) The Miscellaneous Receipts Act (MRA) mandates officials deposit all funds received by the government into the Treasury, to prevent the executive branch from redirecting funds outside of the legislative control.

In doing this the Administration is ignoring it's own DoJ that has reaffirmed these legal restrictions.
