How is this legal ? It's an insidious attempt to extract rent on top of the actual rent. Here are a couple of things I find absolutely abhorrent about this:

1. Boston rents are so high that their payment counts as good credit.
2. The rentier class is so shameless that they are ok with this.
3. The government interprets this as market forces at work, instead of extortion by holding basic human rights hostage.
