Although the referendum ultimately failed due to low voter turnout, the campaign period leading up to the vote intensified public hostility and political rhetoric targeting LGBTQ communities. February 25 serves as a context date marking when constitutional definitions and family rights were being publicly contested in a national vote, reinforcing exclusionary narratives even where legal change did not ultimately succeed.
