They're basically classified as MOTORCYCLES now - license, registration, insurance, MOTORCYCLE helmets, and most of all: CAR ROADS ONLY.
@pencilears IMO, we need to distinguish between people who ride bikes for transport/utility and those commonly called "cyclists." For such "avid/hardcore cyclists," the end goal is often not to promote cycling as a viable means of transport, but to make sure hobby cyclists like themselves can continue to ride the way they've been riding.
