Problema este faptul că inovația este proiectată pornind implicit de la comunități care au deja:acces la tehnologie;încredere în instituții;competențe digitale;infrastructură medicală;timp și resurse pentru a naviga sisteme complexe.Însă multe comunități europene nu pornesc de la aceste condiții.De ce „one-size-fits-all” produce noi inegalități?În sănătate publică există tentația de a considera că o intervenție validată științific poate fi transferată aproape automat dintr-un context în altul. Experiențele recente arată însă contrariul.O campanie de prevenție care funcționează într-un oraș universitar din Europa de Vest poate avea rezultate complet diferite într-o comunitate rurală din Europa Centrală sau de Est. Un instrument digital performant poate accentua excluziunea dacă presupune competențe digitale pe care utilizatorii nu le au.
