Yep. We don't know who is doing any particular investigation and why. Though you can certainly hope they are happening in many cases. Then again, there can be sham investigations that are designed to *not* uncover any evidence of criminal activity.
You just never know.

ICYMI: CIA apparently had its own "upstream" electronic surveillance program during Clinton's second term...the very kind of collection covered under FISA Sec. 702 but done before the law existed & thus with no court oversight.

If FISA Section 702 dies on January 1, 2024, will the USG still be able to collect the data? From what we now know about a previously classified CIA program--one that operated under EO 12333 with ZERO court oversight--the answer is likely yes.
