L'ELSA (acronimo di European Long-Range Strike Approach) era un ambizioso programma europeo per sviluppare nuovi missili con gittata capace di colpire la Russia in profondità. Vi aderiva anche l'Italia.

Come spesso accade con i progetti di cooperazione europei, anche l'ELSA ha incontrato difficoltà: il progetto ha perso la sua spinta unificante e molti paesi membri hanno iniziato a sviluppare soluzioni nazionali autonome, rendendolo di fatto fallito.
