One focuses extensively on male muscularity, while the other focuses on character and strength growth of characters of both male and female characters.
In the original #Naruto #anime even the chunin exams focused on Hinata's growth. In #shippuden ,Sakura's growth.
In the majority of #Dragonball z's run however it seemed to had always been male characters with a lot of #masculinity traits dominating where the show went.
However, does this mean either show is toxic? At the least you could say Dbz out of context could maybe enable some toxicmasculanity, I personally knew some toxic people who used Veget's persona in bad faith, but Naruto it isn't necessarily focused on muscular strength usually it's who ever has the best jutsu advantage. Usually obtained in some kind of in anime, political means.
