I'm not surprised that the drag-banning governor dressed in drag. Anti-drag laws and a certain kind of straight white cis male drag performance are both ways to deal with the threat that free and empowered women pose to their mode of life. It seems similar to the link between jim crow laws and blackface performance. One involves state violence and the other some kind of psychological process but it's not surprising that the same people are attracted to and rely on both.
