Harris County to ask Texas lawmakers for five more civil district courts

Local judges told Harris County commissioners that more courts are needed because of case backlogs and a growing population, but lacked specifics about where new courtrooms would be located and how much they'd cost to operate. In Texas, only state lawmakers can approve the creation of new courts.
