I guess they do expect people to magically become as they please, like, everyone will suddenly be #good and #nice and #kind and #decentHumanBeings if the government does its job, being a #criminal isn't worth it, everyone stays in their countries to improve them, so on. That's the attitude of many conservatives I know in Spain, and that's what I tend to call neoconservatism.
