Bicycling in Pebble Beach is temporarily restricted Saturday and Sunday, August 16-17, 2025 due to Concours d'Elegance. OTOH, separate cycling infrastructure is the necessary investment to encourage people of all ages and abilities to take up cycling as daily means of travel. As the article points out, we should be able to choose between riding on the road and using adjacent cycling infrastructure, but that IMO shouldn't translate into opposing such infrastructure.
