Mittlerweile habe ich eine Lösung (in dessen Richtung mich @saiki gestoßen hat, danke dafür!).

Mit "Cubic" (Custom Ubuntu ISO Creator) gibt es ein GUI-Tool, dass eine Möglichkeit bietet ISO-Images (primär aus dem *Debian-Versum) anzupassen.

Kurzfassung:
Cubic starten, Linux Mint Image laden, Assistenten bis zum Fenster mit der Option "boot" (oben mittig) durchklicken, drauf klicken und grub.cfg und live.cfg um folgendes ergänzen

locales=de_DE.UTF-8 locale=de_DE.UTF-8 console-setup/layoutcode=de

Den Rest des Assistenten durchspielen, Image wieder bauen (lassen), direkt in Cubic (via qemu) testen und tadaa, ein Linux Mint Image das direkt DE-GUI und DE-Tastatur bootet.
Genau was ich brauche.
