Cities could enact tax policies regarding corporations with big office buildings that punish commuting. For white collar jobs, there's absolutely no need for it under most circumstances, and corporations should have to PROVE to the city that remote work can't be done for a given job. Outside of retail and personal services, there's very little that would qualify.
