What if these two partner with China (awesome #construction skills in terms of cost, scale, and speed) to build new #cities on that empty land and rent them out to a #global #organization such as the #UN to house #climate #refugees ?
The new residents of the new cities do NOT need to be full-fledged citizens of those two host countries. The new residents work hard to raise revenues from which they pay the rent to the host countries.
