EU, Ukraine accession rejected by Italy, Greece, and Austria: “The Balkans must come first.”
Ukraine’s accession path to the EU, despite Volodymyr Zelenskyy’s hopes, is far from smooth. The discussion within European parliaments is open, but not everyone is in favor of opening a fast lane to Kyiv. Several EU countries, including Austria and Greece, are slowing down enthusiasm, insisting that the countries of the Western Balkans should not be neglected and left at the bottom of the queue. Italian Foreign Minister Antonio Tajani agrees, stating, “The Balkans have been candidates to join the European Union for years; there are countries that are practically ready to enter, and it is right that we give priority to them,” even though he says he is “favorable” to Ukraine’s accession to the EU. A turning point came today from Hungary. The newly appointed Hungarian Prime Minister, Peter Magyar, who was in Brussels for a series of institutional meetings, opened a door to Ukraine’s accession on the condition that the rights of the Hungarian ethnic minority are respected. Austrian European Affairs Minister Claudia Bauer remains critical: “The same rules and conditions must apply to all candidates. For some countries, there is a fast lane: some may already have one foot in the European Union, while others will have to work for decades to obtain accession.” German Chancellor Friedrich Merz proposed Kyiv’s accession as “an associated member without voting rights,” but Ukrainian President Volodymyr Zelenskyy rejected the idea because “the country’s accession must be fully completed and with all rights.”
A diplomatic source from the EU stated that, “while Greece ‘supports the accession process of Ukraine and Moldova, it is essential that progress in accession paths does not occur at the expense of the Western Balkans, the prospect of whose European future has been clearly recognized since the Thessaloniki Agenda of 2003’. Since that 2003 meeting, when the EU formally recognized that the countries of the Western Balkans have a future in the EU, only Slovenia (2004) and Croatia (2013) have joined the bloc. Montenegro and Albania are next in line: Montenegro should be the next country to join the EU, while Albania surpassed a key step towards accession on May 26, prompting Albanian President Edi Rama to hope for entry within this decade. North Macedonia has been a candidate since 2005, but its progress has been blocked for years by Greece and now by a dispute with Bulgaria on ethnic identity issues. Serbia became a candidate 22 years ago, has made some progress but something is still missing. This has prompted the EU to consider freezing funding to Belgrade. Bosnia and Herzegovina and Kosovo have not yet become formal candidates for accession. Ukraine has surpassed these two countries when it was granted candidate status in 2022. If new candidate countries, as planned for June, will also open up, it will also surpass North Macedonia.
