I noticed the same apparent contradiction, and it's not explained in the article. One possibility is that filters trap approximately equal proportions of all the chemicals produced by the burning #cigarette; the #smoker smokes a bit more often to compensate; and the smoker inhales just as many toxins as before, but the discarded #filter also ends up toxic. But that's just speculation on my part.
