Mayor John Whitmire alleged Controller Chris Hollins was engaged in “pay-to-play” through the solicitation of sponsorships for the Houston Annual Investor Conference. Whitmire said he hadn’t raised his concerns with Hollins ahead of the Thursday morning press conference.
