They can skip the ID number question. It is not mandatory to provide your ID.
Huduma number, if you wish not to declare 'yes' or 'no', they can mark 'don't know' (the questionnaire won't progress without a response)

Without a #DataProtectionAct there is no robust legal framework yet. Requesting ID/Passport nos still identifies us in what shld be an anonymous and confidential exercise.
