携帯電話ネットワークが人々の暮らしを支えるようになり、電波の届かないところにいると不安になるという人も少なくないのではないでしょうか。特に災害時などはそれが生死に直結する事態もあるでしょう。先ほどIIJmioからユーザー宛に案内メールが届いて知ったのですが、明日4月1日からJAPANローミング(非常時事業者間ローミング)なるサービスが始まるそうです。
IIJmioの説明ページには以下のように書かれています。
「JAPANローミング™」は、大規模な災害や障害などにより、非常時における通信手段の確保のため、国内の携帯電話事業者が共同で取り組むサービスです。ご契約されている携帯電話事業者（被災事業者）のネットワークが災害などで利用できなくなった場合に、他の携帯電話事業者の4G 回線設備に切り替えて、通信を可能とします。本サービスにより、お客様は代替手段として他の通信事業者のネットワークにて緊急通報、または緊急通報を含む音声通話、SMSをご利用いただくことが可能となります。
つまり災害時などに事業者同士が救済しあって、ユーザーの回線が途切れてしまわないようにしようという、なかなか有意義な取り組みです。各社がバラバラにバックアップ体制を強化するよりも、協力し合うことで互いにコストを抑制しようということでもあるのでしょうが、ユーザーにとっても余計な費用負担がなくなるのであればそれも良いことでしょう。
「国内の携帯電話事業者」というのはNTTドコモ、KDDI、沖縄セルラー、ソフトバンク、楽天モバイルという国内キャリア各社のことですが、IIJmioでもMVNOとして利用できるようになるとのことです。しかし、各キャリア(MNO)のユーザーが緊急通報、音声通話、SMSに加えて最大300kbpsのデータ通信も可能なのに対して、一部を除いてMVNOではデータ通信は提供されないそうです。IIJmioでも当初はデータ通信は提供されないとのことですが、「今後の提供について、決まりましたらご案内します」とのことなのでいずれは提供される可能性もあるようです。
しかし、日本では日々のやり取りにSMSを使っている人は少ないのではないでしょうか。アメリカではかなり使われていましたが、私もSMSは二要素認証の番号が送られてくるのを除けば妻とのやり取りにしか使っていません。それ以外はLINEを使うことが多いですが、そのLINEはデータ通信が使えないとなるとどうしようもありません。災害時にはLINEよりもSMSのほうが強いということになるならば、いざというときに連絡を取りたい相手には電話番号もしっかり聞いておくべきですね。

Anyone know of an Android alternate that can be loaded onto a Cat S22/Unifone S22? I know the specs of the latter say its running Android 11, but when I had one it wasn't full Android, it was whatever Google was calling the light version, so as well as being so old most software won't work with it, its not even full Android so that means even less working software.
Hmmm, crazy idea, but could you run Wafrn off an old cell phone? I mean we have the post about managing to run it on a computer with 1Gb of memory, so why not a cell phone? If'n we're not going to carry our server around, prolly WiFi with a fixed IP address for an internet connection, so the question really comes down to is it possible to run the server on a phone?
