Folks, is it legal (in Ireland) to insist that someone has their own car and full clean licence for a desk job? Like, my transport is the bus or my own two legs. If the job doesn't involve driving why the requirement on a job spec?

In the 1970s the Traffic Circulation Plan was introduced in the city of Groningen to reduce car traffic in the city center.
The 22 minute video shows that it was met with a lot of resistance, but 50 years later it is the foundation of why people love Groningen.
The plan was radical and »ridiculous«, but it worked.
