Sorry for sounding stupid but can any explain to me, as simply as possible, what #socialcredit was, or was supposed to be?

I came across the term looking up #JoshuaHaldeman, a horrible man who we not only have to "thank" for #ElonMusk, but for helping Musk get #CanadianCitizenship.

Haldeman was a member of a political party called #SocialCredit, but when I looked up for myself just what social credit was, trying to understand it made my head hurt.
