I am not saying that Canada is perfect, as it doesn't face the same challenges that Germany faces with regards to migration and multi-culturalism. But I think that Germany can take a page from Canada's policy for a successful culturally plural society.
To paraphrase John W. Berry, many European countries who say that multiculturalism doesn't work and that integration fails just haven't tried. For a society to be successfully multicultural, it needs to have spaces for the culturally 'other' to participate. In the case of Germany, they don't. The many refugee and asylum seekers are stuck in a limbo state where they cannot work, cannot contribute and cannot learn.
