In vista dell'entrata in vigore a giugno delle nuove "regole" europee, l'esecutivo ha previsto una deroga alle norme sugli appalti e la possibilità di avvalersi della Cri. Sia per le strutture d'accoglienza sia per quelle di detenzione. L'organizzazione dice di non aver in programma di tornare a gestire i Cpr ma i piani del Viminale sono ambigui. L'Italia è infatti tra i pochi a non aver reso ancora noto dove e quando sorgeranno le nuove strutture previste dal Patto
