Senate Parliamentarian Rejects GOP Reconciliation Bill’s Anti-Abortion Provision
The provision violates the Byrd Rule, which restricts non-budgetary items from appearing in reconciliation bills.
The short of it all:
- The #BBB is running up against the #ByrdRule, making the debt increase higher if they still manage to pass it.
- They have until the end of the FY2025 to pass it (Sept 30).
- Until then, the federal budget runs under the Continuing Resolution that funded the gov't through Sept 30.
- They still need to increase the debt ceiling.
- If the bill is not passed and therefore the debt ceiling not increased, all leverage goes back to Democrats, aka Chuck Schumer.
“‘As much as Senate Republicans would prefer to throw out the rule book and advance their families lose and billionaires win agenda, there are rules that must be followed and Democrats are making sure those rules are enforced,’ Sen. Jeff Merkley (D-OR), ranking Democrat on the Senate Budget Committee, said in a statement.”

I mentioned this weeks ago. House Republicans were trying to insert a provision -- on limiting courts' enforcement of contempt -- into a budget reconciliation bill that has minimal budgetary impact, as a means to create new law. It's not clear on how it could be enforced anyway, on current cases, with its Kafkaesque construction.
I'm sure there are several of these in the bill, but the damn thing is big and takes too much time to peruse.
