Macron Appeals For Reconciliation Regarding France's Colonial Legacy In Madagascar - Axadle | Stay Informed With Horn Of Africa Headlines

French President Emmanuel Macron expressed his desire to seek "forgiveness" for France's colonial rule over Madagascar, beginning with the return of looted cultural artefacts. The island was under French colonial rule from 1896 until 1960, when it gained full independence.  Macron confirmed plans to return cultural items taken during colonisation, including the skull of King Toera, who was decapitated by French troops in 1897 and whose remains were taken to France as a trophy. Macron called for a collaboration between historians from both countries so that "truth, memory, history and reconciliation can see the light of day".  During his two-day visit, the French president also announced plans to step up economic ties, including investment in a major hydroelectric dam project. He called for a "partnership" between the two nations over strategic rare earth minerals needed for renewable energies, of which Madagascar has extensive reserves.

South Africa’s Government Reverses VAT Hike And Updates Fiscal Plan - Axadle | Stay Informed With Horn Of Africa Headlines

Finance Minister Enoch Godongwana has scrapped the planned 0.5% Value Added Tax (VAT) increase, which was set to take effect on May 1, keeping the VAT rate at 15%. This followed extensive consultations with political parties and careful consideration of parliamentary committee recommendations. However, the National Treasury said that the withdrawal would result in a projected revenue shortfall of around R75 billion over the medium term.  The decision not to increase VAT means that the measures to cushion lower income households against the potential negative impact of the rate increase now need to be withdrawn and other expenditure decisions revisited.  South Africa's Budget presentation to Parliament was postponed for the first time in February due to internal disagreements.

Local and international rights groups, including Human Rights Watch, are concerned about the signing into law of a new legislaion that empowers the government to deregister and seize the assets of nongovernmental organizations deemed to be acting in a ''politically partisan manner". HRW has said the Private Voluntary Organisations Amendment Act sharply curtails the rights to freedom of association and expression. ''Zimbabwean authorities have long used domestic law as an instrument of repression, and this new law will allow them to target civil groups,'' senior HRW researcher, Idriss Ali Nassah, said in a statement. The government has said the law was needed to curb groups from "financing terrorism and money laundering". Following the adoption of the law, the European Union announced that it had suspended its 2025 funding for the government's good governance initiatives

France has recalled its ambassador to Algeria and ordered 12 Algerian diplomats to leave Paris as their diplomatic dispute escalated. This comes after Algeria expelled 12 French officials in response to the arrest of a consular staff member linked to a kidnapping case of an exiled government critic in Paris. President Emmanuel Macron's office called Algeria's move "unjustified and incomprehensible". The diplomatic row followed months of worsening ties, fueled by disagreements over Western Sahara, the jailing of writer Boualem Sansal, and deportation disputes.  The countries have blamed each other for what Macron's government called a "sudden deterioration in our bilateral relations".
