A leader who agrees with whoever spoke to him last. A staffer who can get the leader to sign off on anything. They produce an official government policy of incarcerating people based solely and explicitly on their race, using debunked conspiracy theories.

It's all happening in the early 1940s, but there are so many ways it resembles the America of today. Can't recommend this podcast strongly enough.
