How we found a bug in the hyper HTTP library

By rearchitecting the Images binding, we accidentally uncovered a bug that existed in the open-source hyper library across multiple major versions.

New release of CPAN::FindDependencies. This fixes a small infelicity where if you told it to use a directory for its cache and that directory doesn't exist, it just ignores what you said. It now tries to create the directory. If after that there's still no usable directory that is a fatal error.

New release of Number::Phone! The main change in this release is a #bugfix for #NorthernIreland numbers in the Irish Republic's numbering system, ie as 048 xxxx xxxx from within the republic and as +353 48 xxxx xxxx from anywhere else. The same bugfix applies to #SanMarino as part of #Italy's system.

I am also deprecating the rarely used `--without_uk` option in `Makefile.PL`. Support for that will be dropped in two years time.
