I suspect (as do many others) that this is a deliberate trap set by Trump targetting not only BLM but a takeover of DC's cops.

For her part, when Bowser first had the plaza painted, it did not come with a side order of doing any of the things activists with groups like Harriet's Wildest Dreams had asked for, such as defunding the police.

Rather, this comes from when Trump ordered that gas attack on protesters June 1 2020 so he cross H st and thump a Bible in front of St John's. Bowser considered this Federal attack combined with threats to take over the city to be poaching on her turf. At that time, 16th st N of H st had been turned into a battleground by the closure of Lafayette Square in response to the George Floyd Uprising.

When she painted the plaza as a rebuke to Trump muscling in on her turf, actual BLM activists came out at night and "finished the murel" by painting "Defund the Police." Bowser's response was to rip up and replace that part of the pavement.

Video below is events in DC surrouding the creation of the Plaza from June 1 to a June 13 march on Bowser's house demanding she put her money where her mouth was and defund the police.
