@SuffolkLITLab Tickets are typically issued to the operator of the vehicle, right?

SOMEONE is responsible for setting this #Waymo car loose on the streets. They might not have been present on the scene, but they are surely operationally responsible.

(Or are we saying that someone could put a brick on the accelerator of a car and send it careening into traffic...and that no one is responsible because police can't issue a ticket to a brick?)
