Tom Paris' alteration of "Photos Be Free" makes the CMO almost like a combination of the Doctor and Barclay.
Given the more cruel demeanor of the other officiers and the extra facial hair, it seems like the characters from "Photons Be Free" could almost be a cross between the prime universe and the mirror universe.
