After the break-up of the Soviet Union, each territory grabbed whatever planes were either based there, or on the ground, and pressed them into service for their new national airlines.
Country codes for each new State hadn't been decided on at this time, and rather than follow the example of the former Yugoslav States, where several countries adopted unofficial prefixes which caused much confusion when official prefixes were came into use, Ukraine, among other, simply flew their planes with their Soviet registration, minus the prefix.
