I doubt it, for three reasons.
1: The conversions into km/h are given.
2: 70 km/h does not seem to match up with any major mainland European speed limit.
3: It's the same on the German site, which uses the English word "motorway" in the illustration.

I would think that it would be whomever enforces the vehicle standards regulations, which is the DVSA not the DVLA, and I doubt that there's actually a regulation preventing the addition of this sort of legally useless feature.
