That’s right

ASML Holding N.V. (Netherlands) is the only commercial producer of full EUV lithography systems used in western high-volume chip manufacturing.

Chip manufacturer companies (TSMC, Samsung, Intel, SK hynix, Micron ) do not make EUV machines .

However they need EUV tools (almost exclusively from ASML) to fabricate chips.
